Advancing Renewable Energy through Solar Power
Solar energy plays a vital role in SEC’s renewable energy agenda. By prioritising scalable, sustainable solutions, we aim to support Sabah’s transition to a cleaner, more resilient energy landscape, aligning with global efforts to combat climate change. This also forms the foundation of our growth strategy, scaling up renewable energy projects not only strengthens Sabah’s energy resilience but also positions SEC as a key driver in the State’s green economy, promoting innovation, investment, and long-term business sustainability.
SEC is committed to renewable energy, with solar power at its core. The 5 MW Large Scale Solar (LSS) farm in Tanjong Kubong, Labuan, is a milestone, bolstering energy supply for Sabah and Labuan while paving the way for future projects.
At the same time, we are actively identifying and developing new LSS projects within Sabah, including a 15 MW solar project in Tuaran currently underway, to further contribute to the State’s energy transition goals.
Hydro & Mini Hydro
Upper Padas Hydro
The Upper Padas Hydroelectric Dam project, a joint venture between SEC, Gamuda, and Kerjaya Kagum Hitech JV Sdn Bhd, began construction in 2024 and is expected to be completed in 2030. SEC has a 40% stake in the joint venture under UPP Holdings Sdn Bhd, while Gamuda owns 45% and Kerjaya Kagum Hitech JV Sdn Bhd holds the remaining 15%.
The project is estimated to cost RM4 billion, and upon completion, it will feature an 187.5 MW hydroelectric power plant that will contribute significantly to Sabah’s power grid. In 2026, the Energy Commission of Sabah approved an expansion of the project to include a 150 MWac floating solar facility, transforming it into an integrated hybrid hydroelectric and floating solar development.
Beyond power generation, the Upper Padas development serves as the foundation for the Skim Bekalan Air Ulu Padas (SBAUP), a large-scale water supply initiative designed to address Sabah’s long-term water needs, with completion targeted by 2029.
Wind
Wind Power Generation Potential at Land Below the Wind
Sabah Energy Corporation (SEC) continues to chart the future of renewable energy with ambitious plans to diversify its renewable energy (RE) generation portfolio. Kudat has been identified as a promising site for Malaysia’s first large-scale wind turbine project, with a potential capacity of up to 100 MW.
Comprehensive feasibility study have been conducted to assess wind resource availability, site suitability, technical design parameters and overall project viability. The findings support the potential for large-scale wind power generation at the identified location, particularly with the application of modern wind turbine technologies designed to perform efficiently under low wind speed conditions.
Following the completion of the study, a key project milestone was achieved with the receipt of the Initial Letter of Notification (ILON) from the Energy Commission of Sabah, marking significant regulatory progress for the development.
By capitalising on Kudat’s wind potential, SEC aims to pioneer wind energy development in Malaysia and contribute meaningfully to Sabah’s long-term sustainable energy goals.
