SEC, ECoS and PETRONAS Gas Pipeline Safety Workshop

Sabah Energy Corporation (SEC), in collaboration with the Energy Commission of Sabah (ECoS) and PETRONAS, successfully hosted a two-day Workshop on Gas Pipeline Right-Of-Way (ROW) Safety Management at the Sabah International Convention Centre (SICC) from 30 September to 1 October 2025.

The programme brought together more than 50 organisations, including government agencies, industry players, utilities, and community stakeholders, in a concerted effort to strengthen collaboration in ensuring the safety and integrity of Sabah’s gas pipeline network.

A key highlight of the event was the Leaders’ Dialogue, featuring Datuk Adzmir Abdul Rahman, Group Chief Executive Officer of SEC; Hj. Zulkifly Sulaiman, Director of the Department of Occupational Safety and Health (DOSH) Sabah; and Handan Ramli, Senior General Manager of Production & Operations Management, MPM PETRONAS. The session was moderated by ECoS Chief Executive Officer, Datuk Ir. Nasser Abdul Wahid.

During the session, Datuk Adzmir stressed that the integrity of gas pipelines goes beyond technical concerns, describing it as vital to Sabah’s economic continuity. He called for the statewide standardisation of ROW management, urging that future developments consider existing pipeline corridors from the early planning stage.

“This includes early coordination with planning agencies, integration of ROW data into the State GIS mapping system, and continuous engagement with all stakeholders to nurture a shared culture of safety,” he said.

He also highlighted SEC’s commitment as Sabah’s gas aggregator in fostering multi-agency collaboration to manage developments near ROW areas. This includes strengthening Emergency Response Plans (ERP) through regular drills and simulations, and enhancing training and public awareness to minimise third-party risks.

“Gas pipelines are the lifeline of Sabah’s economic progress. Protecting them means protecting the state’s future,” Datuk Adzmir remarked.

With its focus on safeguarding what fuels progress and managing what could endanger it, SEC continues to advance Sabah’s energy future, ensuring that development moves forward responsibly and safely.

ISO 37001 Anti-Bribery Management Systems Certification

Sabah Energy Corporation Sdn Bhd (SEC) has been awarded the ISO 37001:2016 Anti-Bribery Management Systems (ABMS) certification by SIRIM QAS International Sdn Bhd, marking another significant step in the corporation’s commitment to integrity and good governance.

The ISO 37001 standard, recognised globally, provides organisations with a framework to prevent, detect, and address bribery risks within their operations. By attaining this certification, SEC reaffirms its dedication to upholding transparency, accountability, and ethical business practices.

This achievement is in line with the National Anti-Corruption Strategy (NACS) 2024–2028, led by Prime Minister Datuk Seri Anwar Ibrahim, which envisions a zero-corruption, high-integrity Malaysia, a vision SEC fully supports.

The ABMS certification is the third formal management system adopted by SEC, following:

  • ISO 9001 Quality Management System (QMS), implemented in 1999
  • ISO/IEC 27001 Information Security Management System (ISMS), implemented in 2017

With the addition of ISO 37001, SEC strengthens its integrated approach to quality, security, and governance, reinforcing its position as a responsible and trustworthy energy corporation.

Over the months of June and July, Sabah Energy Corporation (SEC) saw the successful rollout of two meaningful green initiatives under its ongoing Green Ambassador Program, an internal platform that empowers staff to propose and implement sustainable CSR ideas over a six-month period. The two projects, the Green Corner and the Waste Walk, reflect a growing culture of environmental responsibility at SEC, driven not by mandates, but by the passion and initiative of its people.

The Green Corner project, spearheaded by the Internal Audit, Integrity and Governance Division, has reimagined underused corners across all divisions at Menara SEC. What were once empty spaces are now lush, welcoming corners filled with air-purifying plants such as Sansevieria and Ficus lyrata. These green corners, thoughtfully arranged and personalised by volunteers, now bring a breath of fresh air and a sense of calm into the workplace, demonstrating how even the smallest spaces can flourish with a little care and creativity.

In contrast, the Waste Walk program, led by the CEO’s Office Division, takes environmental stewardship beyond the office walls. Every Friday evening after work, SEC volunteers dedicate an hour to walking around Menara SEC and its surrounding areas, including Tamu KPD and the scenic Likas Bay, to collect waste.

With Menara SEC located along the iconic Likas Bay, facing the vast South China Sea, the initiative highlights the importance of protecting and preserving the environment we are privileged to work in. By stepping outside, rolling up their sleeves, and taking direct action, SEC staff are setting an example, showing that caring for our environment starts with the community and is everyone’s shared responsibility.

These initiatives would not have come to life without the spirit of volunteerism demonstrated by SEC employees. Their contributions serve as a powerful reminder that meaningful change doesn’t always come from grand strategies or sweeping declarations. Often, it begins with quiet dedication and consistent acts of care, proof that sustainability at SEC is not just a top-down agenda, but a value nurtured from within.

Skill Enhancement Career Advancement (SECA) 2.0

Kota Kinabalu, 17 July – Sabah Energy Corporation Sdn Bhd (SEC) officially launched its Skill Enhancement Career Advancement (SECA) 2.0 program and handed over offer letters to eight selected graduates from Universiti Malaysia Sabah (UMS), Universiti Teknologi MARA (UiTM) Sabah, and ADTec Kota Kinabalu.

The event, held at the Mengalong Auditorium, Menara SEC, was officiated by Ir. Ts. Ahmad Jafar, Deputy Chief Executive Officer of SEC, representing CEO Datuk Adzmir Abd Rahman.

Also present to witness the handover ceremony were Associate Professor Rozita @ Uji Mohammed, Rector of UiTM Sabah; Associate Professor Dr. Sidah Idris, Director of the Centre for Development of Career and Entrepreneurship (CeDEC), UMS; and Ir. Sudirman Hammade, Director of ADTec Kota Kinabalu.

Following the successful implementation of SECA 1.0 in 2024, which saw participation from graduates of UMS and ADTec Labuan, SECA 2.0 marks the continuation and expansion of SEC’s CSR initiative to build and empower local talent through structured industrial training.

This year, UiTM Sabah and ADTec Kota Kinabalu joined as new education partners, further broadening the program’s reach and impact. The SECA program specifically targets graduates from B40 and underprivileged backgrounds who have demonstrated strong academic performance but have not yet secured employment. Participants will undergo six months of hands-on industrial training, receive a competitive monthly allowance, and stand a chance to be absorbed into SEC’s workforce upon completion.

In his address, Ir. Ts. Ahmad Jafar reaffirmed SEC’s commitment to youth development and capacity-building in Sabah. “SECA is not just a training platform, instead a launchpad for future careers. We are proud to continue this effort with SECA 2.0 and welcome our new academic collaborators in this journey.”

SEC also expressed its sincere appreciation to its education partners, UMS, UiTM Sabah, and ADTec Kota Kinabalu, for their collaboration in supporting the program’s mission. Plans are underway to expand SECA to more institutions in the coming years, as part of SEC’s broader commitment to shaping a skilled, resilient, and future-ready local workforce.

KOTA KINABALU, 4 July – At the 2025 Sabah Oil & Gas Conference and Exhibition (SOGCE), YB Datuk Annuar Ayub, Chairman of Sabah Energy Corporation (SEC), delivered a Special Address that outlined a strategic, data-driven, and community-rooted roadmap for Sabah’s energy future. Also in attendance, Datuk Adzmir Abd Rahman, the Chief Executive Officer of SEC.

As the state’s primary natural gas supplier, SEC currently powers 86% of Sabah’s electricity demand, serving not only residential consumers but also fuelling the region’s industrial growth. YB Datuk Annuar highlighted the role of natural gas as a critical enabler of a just energy transition, bridging current needs with long-term sustainability goals.

He announced that revenues from SEC’s gas operations are now being reinvested into large-scale renewable energy initiatives, marking a pivotal shift in the state’s energy landscape. These include:

  • A 15MW solar power facility in Tuaran
  • A 187.5 MW hydroelectric project in Ulu Padas, Tenom
  • A pioneering 100MW wind farm in Kudat (Phase 1), poised to become Malaysia’s first

“These projects signal more than just infrastructure growth, they reflect our commitment to ensuring that development delivers real environmental and social returns,” said YB Datuk Annuar.

This vision is further reinforced by SEC’s Skill Enhancement Career Advancement (SECA) programme, a corporate social responsibility initiative designed to uplift underprivileged Sabahan youth. Through hands-on training and industry exposure, SECA aims to build inclusive, future-ready human capital.

Environmental responsibility was another central theme of the address. YB Datuk Annuar reaffirmed SEC’s long-term conservation efforts in the Tabin Wildlife Reserve, where initiatives such as orangutan rewilding and forest connectivity restoration are being actively pursued.

He concluded by stressing the importance of a localised approach to energy transition, one that is equitable, collaborative, and tailored to the unique socio-economic and environmental realities of Sabah.

“Sabah’s energy path cannot be copied from elsewhere, it must be built from within,” he said. “By staying grounded in our local context, we can craft an energy future that benefits all.”
